Bill Signed into Law Amends Current Ohio Cosmetology Law

Ohio Sub. Senate Bill 213 was signed

into law on June 13, 2016. The e ective date

is September 11, 2016.

The Act amends the current Ohio Cosmetology

law under Chapter 4713 of the Ohio Revised Code,

creating or causing several fundamental changes

to the current regulation, including, but not lim-

ited to:

1. The creation of a “Boutique Salon” license

and boutique services registration for individual


2. Changing the Managing license to an “Ad-

vanced” license and adding the condition that

salons have an individual with a valid cosmetology

license or boutique services registration pertaining

to the branch of cosmetology services performed

at the salon or boutique salon in charge of and

immediately supervise the salon while open for


3. Creation of a Cosmetology Instructors ex-

amination and curriculum within two-years of the

e ective date of the Act;

4. Adding additional grounds for disciplinary

action, but limiting violations of laws and rules

to only those dealing with safety, sanitation, and

licensing; and

5. Placing limits on nes issued by the Board,

while providing the Board with the authority to

extend the time for repayment and charge addi-

tional nancial penalties for non-payment and add

interest penalties.

Continuing Education (CE) classes for the

2015-2017 renewal must be taken between Feb-

ruary 1, 2015 and January 31, 2017. When taking

a CE course, licensees are required to sign-in to

the class using their name and Board license/

identi cation number (e.g. COSM.991234). Upon

completion of the class, licensees should receive

a certi cate of completion. The certi cate should

indicate the date, location, hours received, CE

approval number, and name of class.

All CE classes intended to be used for li-

cense renewal must have pre-approval by the

Board. It is the responsibility of the licensee to

distinguish if a CE class has been approved. Ap-

proved classes are listed on the Board website .
